Project Roles


Roles of NGO-Implementing Agencies

The NGO Implementing Agency (IA) serves as the sub-grantee of the project;

  • Assists in the project development cycle of the sub-projects;
  • Monitors project implementation of sub-projects and ensures appropriate intervention to effect the conditions and schedules agreed upon in the contract;
  • Is responsible for the supervision and financial monitoring of sub-projects’ activities at the project sites;
  • Facilitates coordination and partnership among the local NGOs, POs and other stakeholders within the given pilot site;
  • Organizes capability building and evaluation activities of the grant project;
  • Submits consolidated narrative and financial reports of social mobilization activities to the Project Management Unit based on the agreed format and schedule; and
  • Establishes the formation of Local Inter-Agency Committee at the city/municipality level. It will be composed of representatives of the People’s Organization, NGOs, Private/ Business sector in the given locality.

Roles of World Bank (WB) 

  • The World Bank finances the ‘Upscaling Urban Poor Community Renewal Scheme’ project in the form of a grant with the Partnership of Philippine Support Service Agencies Inc. (PHILSSA) as the Grant Recipient.
  • The World Bank shall have no direct hand in actual project implementation, but shall take part in collective evaluation processes that would generate and consolidate comments and recommendations related to the program implementation.
  • The World Bank conducts prior review of the selection process of Sub-grantees (NGO-IAs), Terms of Reference (TOR) of consultants, short listing of consultants/contractors, evaluation or proposals/bids and other procurement activities. The Bank shall also conduct priori review of any resettlement activity that are to be carried out by the project. It shall also review sub-grant appraisal reports, and the completion report.
  • The World Bank in coordination with PHILSSA, may conduct its own monitoring activities in the project sites.

Roles of Steering Committee (PHILSSA Board) 

  • Serves as the Grant Recipient and shall be legally accountable for the utilization of funds received from the World Bank;
  • Approves Grant agreement for subprojects;
  • Sets policies for the planning and operations of the project consistent with the WB Grant agreement;
  • Approves the selection criteria for site beneficiaries as well as the NGO Implementing Agency in the five (5) selected pilot sites.

Roles of Board of Advisers

  • The Board of Advisers shall be composed of representatives from DOF, HUDCC, DSWD, NEDA, UPC; and local chief executives of the cities of Naga, Quezon, San Fernando, Iligan and Mandaue.
  • Advises in policy direction vis-à-vis government programs on urban development;
  • Each representative shall designate an official alternate.
  • Roles of the Project Management Unit (PMU) 
  • Facilitates communication between and among different stakeholders;
  • Monitors project implementation and ensures appropriate intervention to effect the conditions and schedules agreed upon in the project agreement;
  • Develops fund disbursement procedures and financial management system that facilitates operation and financial monitoring of the activities of the Sub-grantee;
  • Provides regular update, reports to the Steering Committee regarding project implementation, monitoring results, fund utilization and other relevant concerns;
  • Undertakes close monitoring of the project and submits status report to the bank’s Task Team Leader regularly;
  • Takes the lead in organizing proactive/major project activities such as project capability building, and evaluation;
  • Organizes regular meetings of the Steering Committee;
  • Drafts sub-grant agreements;
  • Oversees the selection process for sub-grantees;
  • Accepts, appraises and endorses project proposals to the Technical Pool of Consultants for project appraisal.

Roles of Local Government Units (LGUs)

  • Endorses sub-project proposals of local NGOs working in its locality;
  • Participates in the sub-project monitoring and implementation;
  • Provides logistical support to the NGO Implementing Agency to ensure efficient flow of the project.

Roles of Urban Poor Communities

  • The primary beneficiary of the project;
  • Prepares and conceptualizes sub-project proposal needing financial assistance following the requirements set forth by the project;
  • Participates in the planning, implementation and monitoring/evaluation of the sub-project;
  • Adopts a viable savings and loan collection scheme for the sustainability of the sub-project
