Project Components:

Component A: Pilot Urban Poor Community Upgrading Projects

This component is designed at improving the physical, social and environmental conditions of urban poor communities in selected sites. On-site upgrading consists of small civil works, which will be selected by the urban poor communities themselves, but will vary from one community to another. These small civil works may include any or a combination of the following for site development purposes: micro-drainage, sanitation facilities, solid waste management and facilities communal septic tanks, water supply, streets and foot paths, re-blocking, flood and erosion control, sea and river protection, school buildings, health centers, child care/nutrition centers, community centers and housing structures. It also includes technical assistance and training for community organization, empowerment and participation. Design of civil works, geodetic surveys, preparation of subdivision or reblocking plans will also be supported by this component of the project. 

Component B. Formulation of Guidebook for Poor Community

This component will be conducted under the joint supervision of PHILSSA and HUDCC. It will document approaches, methodologies and design standards for upgrading projects applicable to the range of diverse situations in urban poor communities in the Philippines. It will showcase best practices of urban poor community upgrading projects and the lessons learned from such practices locally and in other countries. This component will highlight the learning innovations and how these can be replicated in the five sites.

Component C. Project Documentation, Evaluation and Up scaling 

This component will basically document the entire process of slum upgrading that will be undertaken in each selected site. A video documentation will be prepared to capture before and after images of the participating communities. The evaluation report will highlight the achievements of the projects, their strengths and weaknesses in the implementation process which can be used as reference and basis for further refinements in the next batch of communities that will undertake similar project. In addition, a sustainability plan will be developed at the end of grant activities for the LGUs and communities to pursue to make sure that the infrastructure and social services initiated by the project are properly taken care of.
