ORGANIZATIONAL AND MANAGEMENT STRUCTURE
Decision making in PHILSSA, a membership-driven network is approached collegially by mandated bodies:
The General Assembly, composed of official representatives of partner-NGOs, who convene annually, is the highest decision-making body. Convened annually, it sets the general direction of the network, elects the members of the Board, and approves the actions of the Board and the Secretariat.
The Board of Trustees, whose members meet quarterly, serves as the network’s national council and carries out the mandate of the General Assembly.
Regional Desks for Luzon, Visayas and Mindanao were set in place in 1992 to ensure maximum representation of major geographic interests. Each regional representative join the Board ex officio during their one-year term as Regional Desk representative. Regional Desks are tasked to initiate regional programs, facilitate sharing of resources and expertise, supervise Code of Ethics compliance, follow-up network activities and requirements, and develop support system among partners. Various consortia – conceived in recognition of the diversity of interests and charisms within PHILSSA – are formed according to geographical location (regions), sectoral foci (labor, urban poor, women/children, youth/students, farmers, fisherfolks, others), developmental programs and interests.
The Executive Committee serves as a management team that meets every month to tackle all matters pertaining to the network.
The National Coordinator, appointed by the Board as a full-time director and ex officio member of the Board, is the chief executive and operations officer of PHILSSA.
The Secretariat, headed by the National Coordinator, backstops the efforts of the Board. Planning is done in multiple layers. Every two years, a Strategic Assessment Planning is done both by the Regional Desks and the National Board to update and authenticate the strategy direction of the network. The consortia do meso-scale and adaptive planning relative to their environs. The Secretariat does continuous, short-term operational planning to flesh out network thrusts and priorities. All these plans are then elevated to the General Assembly, which decides if these are to become part of the macro long-term plan.
